US Congressman. He was elected as a Whig to represent New York's 10th Congressional District in the United States House of Representatives, and served from March 4, 1849 to March 3, 1851. A Connecticut native, Gould spent most of his life in Delhi, New York, where from 1819 he was active as a merchant. He co-founded the Delhi National Bank and was its first President (1839 to 1849), and was also a member of the town's Board of Supervisors in 1842 and 1843. Gould unsuccessfully ran for the United States House twice (1840, 1844) before winning a seat in the Thirty-first Congress; he declined to seek a second term in 1850. He died in Delhi 10 months after leaving office.
